In March 2018,
Sacramento police received a call about someone breaking windows in the neighbourhood.

When the helicopter spotted a man in his backyard, officers on the ground wasted no time in confronting the black man and firing 8 shots at him, killing him instantly.

They suspected he was carrying a weapon.

TURNS OUT, ALL HE HAD ON HIM WAS HIS PHONE.

This incident prompted us to explore the behavior of police and what factors, if any, might influence the actions of police in various circumstances.

We thought of looking at California first...

                                      Race not a factor?

Whites, African-Americans & Hispanics killed from 2013 to 2017. Since the beginning of the ‘Black Lives Matter’ movement in 2013, we can see that the number of African-Americans killed has not increased significantly.

                                      Not Fleeing a good idea?

A lot of the victims who were unarmed and not fleeing, were also shot. This makes us wonder what these people are supposed to do.

As Chief, I spoke to my officers on a regular basis about treating every person whether victim, witness, or suspect with dignity and respect. Treat them the way you would want your loved one to be treated.
